Michelle Bish

Michelle Bish is the Executive Director for the Northeast Workforce Development Board (NEWDB). The NEWDB is a federally funded nonprofit and part of a nationwide workforce development initiative aimed at empowering at risk populations to gain skills and credentials to enter the workforce. Michelle has served in that capacity since 2015, and has over 15 years of diverse workforce development experience including a progressive career with six years as a service provider serving as National Emergency Grant Coordinator, local Project Director and Corporate Project Director. Michelle began her career in long term care health administration in marketing and then obtained her Adult Care Home Operator License and served as an Assisted Living Director. Michelle is a licensed foster parent and graduate of the Northeast Oklahoma Regional Alliance Leadership Academy and a member of the Kansas City Federal Reserve Community Development Council. Michelle has three grown children and is Mimi to Phoenix, Hazel, Azlynn and Adalee.
Ashley Arenivar

Ashley Arenivar has a Bachelor’s of Science and a background in higher education where she worked for over six years. Ashley currently serves as the Workforce System Coordinator for the Northeast Workforce Development Board. Ashley is a key component in building relationships with various agencies in Northeast Oklahoma. She is tasked with bringing together these agencies and businesses to form meaningful partnerships to better serve individuals in the Northeast area.
Linda Bailey
Fiscal Officer

Linda Bailey joined the Northeast Workforce Development Board in 2015 as the Compliance Monitor. In 2020 she transitioned to the Fiscal Office. Prior to working for the Northeast Workforce Development Board, Linda worked in Tulsa for Title I service providers from 2013 to 2015. During Linda’s tenure with the Northeast Workforce Development Board, she has assisted with the transition of the fiscal agent by setting up the accounting software and developing fiscal procedures. She is a graduate of Carroll College, where she majored in Bachelor of Arts in Accounting and is also a graduate of Neosho County Community College, where she majored in an Associate of Science in Accounting, graduating with honors. Linda currently lives in Salina, Oklahoma with her husband Tom and granddaughter Phoenix. When she is not keeping busy with work you can find her helping her husband around the farm or working on a craft project.
Jonette Duck
Program Manager

Jonette Duck is a Program Manager for Northeast Workforce Development Board. She has a background in human resources and is a small business owner. With over 25 years in business, Jonette and her husband own and operate their own small HVAC business. She worked as a Human Resource Manager for four years at an aerospace company in Pryor where she was instrumental in establishing the foundation for employee benefits and other critically related resources needed in the launch of a new company. She has experience in writing policy and procedure, recruiting, hiring, and retention training. Jonette plays a key role of building relationships with businesses throughout Northeast Oklahoma and will provide key support to the NEWDB Career Service Pilot Project.
Jeremy Frutchey

Jeremy Frutchey graduated from Oklahoma State University with an AS in Chemical Dependency Counseling and a BA in Psychology. Jeremy has been working in Workforce Development since 2006, starting with the WIA Youth Program at Payne County Youth Services in Stillwater, Oklahoma. Jeremy has worked for several WIA and WIOA Title I service providers before coming to the NEWDB in March 2020. Since starting with the Northeast Workforce Development Board, Jeremy has worked as the Compliance Monitor and EO officer.
Alicia Turley
Business Services Coordinator

Alicia Turley has been in the workforce sector for seven years with an educational background in communications and public relations. Alicia started her career as an account manager hiring staff for a manufacturing company in the Miami, Oklahoma area and tasked with recruiting, hiring, training and retention. Alicia worked for Oklahoma Employment Security Commission for 2.5 years as a Workforce Specialist then a Career Coordinator and primarily focused on re-employment activities and services. Alicia is currently serving the Northeast Workforce Development Board as Business Service Coordinator.
Matt Burkhead

Matt Burkhead Is an Assistant Program Manager for the Northeast Workforce Development Board (NEWDB). He has experience in various career fields, including Construction, Sales, Manufacturing, Trucking, and Business Management. He specializes in the standardization of operations and optimization of production practices and still uses his skills as a partner in a growing local business. Matt has an educational background in Business Management, Workplace Sociology, and Workplace Psychology. Prior to working for NEWDB, Matt worked for the Oklahoma Employment Security Commission for 1.5 years. He started as a Workforce Specialist III in Tulsa, Assisting Oklahomans with Unemployment issues and re-employment services.
Cathy Spencer

Cathy Spencer graduated from NEO A&M College in May, 1970. Cathy has spent her entire work history as an adult as a public servant for the State of Oklahoma. She began her state employment with the OK Department of Rehabilitative Services on July 16, 1970 when an office was officially opened at NEO A&M College. Cathy transferred to the Oklahoma Employment Security Commission April, 1976 and was employed in all levels of positions until her retirement as Chief of UI Field Operations effective April 1, 2011 due to her husband’s health. Cathy returned to work part-time on July 2, 2012, as the Executive Assistant at the Northeast Workforce Development Board. Cathy has always felt the need to provide assistance to our customers and the citizens of the State of Oklahoma.
